20th Anniversary of the Convention on the Rights of the Child
“In all actions concerning children, whether undertaken by public or private social welfare institutions, courts of law, administrative authorities or legislative bodies, the best interests of the child shall be a primary consideration”[1]
This year we celebrate the 20th anniversary since the adoption of the Convention on the Rights of the Child. Unfortunately, in the course of the last few years the number of cases related to the violation of the rights of the child submitted to the Helsinki Committee has increased as well as the number of publicly disclosed cases indicating or even showing beyond any doubt violation of the rights of the child.

The State Department released the 2008 Trafficking in Persons (TIP) Report, which covers the period from March 2007 to March 2008.
The situation for asylum seekers in Greece is alarming. Thousands of asylum seekers live under unworthy conditions, and without any forms of legal protection. The chance of receiving protection in Greece is close to zero. Transferring asylum seekers to the country is therefore irresponsible.

The Council of Europe’s Committee for the Prevention of Torture (CPT) issued a report Wednesday in which it criticizes Macedonia over ill-treatment of detained persons.

About Helsinki Committee for Human Rights of the Republic of Macedonia

Helsinki Committee for Human Rights of the Republic of Macedonia was founded on 6th October,1994 in Skopje. In November, the same year, it was granted an advisory status at the  International Helsinki Federation of Human Rights, in Vienna. In November, 1995, at the annual conference in Istanbul,  the Macedonian Helsinki Committee became a regular and mandatory member of the International Federation, constitued of  committees from 44 countries. Since, autumn 1997, within the International Federation, the Helsinki Committee for Human Rights of Republic of Macedonia has been granted an advisory status in the United Nations and the Council of Europe.

The Helsinki Committee for Human Rights of the Republic of Macedonia is a non-governmental organization which major duty is to observe and inform, on local and international level, on the respect of the human rights, in accordance with the provisions of the Helsinki  Final Act and other international standards for the respect of human rights.

The basic tenet in the activities of the Helsinki Committee is unbiasness, objectivity, non-discrimination on any basis and competency in its remarks or human rights violations. The Helsinki Committee reacts in cases of violations of the human rights promoted by the international legislation, guaranteed by the Constitution, the national legislation and by the State and its institutions. It monitors the activities of the national institutions (President, Parliament, Government, Ministries, Courts, State administration, Police, etc.) and the way they realize their authorities. Further more, Helsinki Committee being one the principle creators of civic values in Republic of Macedonia and following its mission, continuously reminds the government of the undertaken duties in regard to the Helsinki Final Act, and all ratified international documents by which Macedonia has obliged itself to guarantee and realize the human rights and freedoms in the country.

The Helsinki Committee provides free legal aid upon citizen submitted complains, undertakes casework, legal initiatives, researches, disseminations on human rights, organizes conferences, seminars, trainings etc.

In order to inform and warn the Macedonian public in cases of human rights and freedoms violations, the Committee reports to international institutions, non-governmental organizations, agencies and academic public trough the monthly and yearly reports, the legal analysis and press releases.

Permanent part of the activities is the field of education, which is preformed with participation of experts from the Center for Human Rights and Conflict Resolution (within the Institute for Sociological, Political and Juridical Research) and experts form different faculties from the Universities in Republic of Macedonia.

Large part of the activities, the Committee undertakes through the established contacts with University centres in Republic of Macedonia, through membership in functioning NGO networks, direct contacts with governmental structures (ministries, agencies and institutes).

As a result of the Committees' work in the field of human rights activism is the established Helsinki Committee - Human Rights Youth Activists Group.

World Report Highlights Gap Between Record and European Aspirations
Human rights protections in the Western Balkans lag behind aspirations for European integration, Human Rights Watch said today. In its World Report 2010, Human Rights Watch documents human rights conditions and issues in Bosnia, Croatia, Serbia, and Kosovo.
The State Duma of the Russian Federation has voted in favour of the draft law ratifying Protocol No. 14 to the European Convention on Human Rights. The vote clears the way once and for all for the Protocol, already ratified by the other 46 States Parties, to enter into force.
